 rvices that are designed to increase well-being\, improve permanency\, an
 d enhance the safety of children who are in\, or are at risk of being pla
 ced in\, out-of-home placement as a result of a parent's or caregiver's o

 'S ELIGIBLE? Regional partnerships\, which must include state child welfa
 re agencies responsible for the administration of the state plan and stat
 e agencies responsible for administering the substance abuse prevention a
 nd treatment block grant. Additional partners may include federally recog
 nized Indian tribes or tribal consortia\, nonprofit or for-profit child w
 elfare service providers\, community health service providers\, community
  mental health providers\, local law enforcement agencies\, school person
 nel\, tribal child welfare agencies\, or consortia of such agencies\, and
