As a Virginia native, Michael grew up surrounded by American history. Early exposure to the events and places that shaped the Nation sparked his interest in government and politics. That interest eventually brought him to the Washington, D.C. area, where he has built his career.

After graduating from the University of Virginia, Michael worked as a museum administrator at a historic site focused on Virginia and Presidential history before transitioning to a career in the federal government supporting principal-level Presidential appointees. Michael is pleased to be part of TFG and looks forward to supporting the important work the firm does on behalf of its clients.

TFG Principal David Hoover Participates in Utilities Technology Council Broadband Workshop

Experts discuss new opportunities for the broadband sector in the American Jobs Plan infrastructure package.

 On June 24, The Ferguson Group (TFG) Principal David Hoover shared his decades of telecommunications policy expertise as a panelist  on the “The New Broadband Deal: How the Biden Infrastructure Plan Empowers Utilities to Bridge the Digital Divide” panel discussion. He joined a panel of experts from utilities, public interest groups, and policymakers to inform utilities how to access broadband funding under the upcoming American Jobs Plan infrastructure package and the various bills pending in Congress to promote broadband deployment. 

“There’s an incredible urgency to expand broadband access,” said David Hoover. “The major investments in broadband infrastructure included in the American Jobs Plan and legislation at all levels of government represent a historic opportunity for utilities the broadband sector—especially local cooperatives and municipalities.”

The panel included critical information on the passage of broadband legislation, federal funding, and state-level coordination, and middle-mile deployment, among others. View coverage of the full discussion in the Telecommunications Reports Daily
