States; local governments; Amtrak or other rail carriers that provide intercity rail passenger transportation; Class II or class III railroads; an association representing one or more railroads; rail carriers or rail equipment manufacturers in partnership with a state or local government; the Transportation Research Board; university transportation centers engaged in rail-related research; and non-profit labor organizations representing a class or craft of employees of rail carriers or carrier contractors
