WHO'S ELIGIBLE? Political subdivisions, agencies, or instrumentalities of a state, including agencies of a state that are responsible for administering or supervising adult education and literacy activities, or for providing public housing, in the state; Indian tribes, Alaska Native entities, or Native Hawaiian organizations; foundations, corporations, institutions, or associations that are nonprofit entities and not schools; community anchor institutions; local educational agencies; entities that carry out workforce development programs, and partnerships between the above entities
