WHAT DOES IT FUND? The purpose of this program is to assist in the planning and development of public-use airports, including heliports and seaplane bases, that are included in the National Plan of Integrated Airport Systems (NPIAS). Public agencies that own a public-use National Plan of Integrated Airport Systems (NPIAS) airport, private entities that own a public-use NPIAS airport, states acting as sponsors for one or more specific NPIAS airports within the state, Tribes and pueblos that own or lease public-use NPIAS airports, the Secretary of the Interior for Midway Island Airport, the Republic of Marshall Islands, the Federated States of Micronesia, and the Republic of Palau
