TFG Closed Friday to Observe Juneteenth Holiday

The Ferguson Group (TFG) will be closed on Friday, June 18, 2021 in observance of Juneteenth.

Today, President Joe Biden signed the Juneteenth National Independence Day Act (S.475) establishing Juneteenth, which is celebrated on June 19th annually, as a national holiday. Because Juneteenth falls on a weekend, The Ferguson Group (TFG) will join federal offices and close on Friday, June 18th in observance of the holiday. We will resume normal operations on Monday, June 21st.

This week, The Ferguson Group Principal David Hoover brought his over twenty years of broadband experience to a May 18 panel hosted by the National Rural Telecommunications Cooperative titled “Federal, State, and Local Broadband Funding Update.” The discussion focused on broadband funding provisions in the recently passed American Rescue Plan (ARP) Act and the Consolidated Appropriations Act, 2021, which Congress passed in December 2020. Panelists covered programs such as the National Telecommunications and Information Administration’s Broadband Infrastructure Deployment, Tribal Broadband Connectivity, and Connecting Minority Communities grant programs, and guidance released in the U.S. Treasury Department’s Interim Final Rule for State and Local Fiscal Recovery Funds regarding uses of funding for broadband projects. Overview

The Water Resources Development Act (WRDA) serves as the primary vehicle through which Congress authorizes U.S. Army Corps of Engineers civil works projects and establishes policy frameworks for water resource development nationwide. Enacted on a biennial schedule, WRDAs provide congressional authorization for USACE to conduct feasibility studies, construct flood risk reduction projects, improve navigation infrastructure, restore aquatic ecosystems, and assist with environmental infrastructure development.
Since the enactment of WRDA 1986, Congress has used these omnibus authorization bills to both create new USACE authorities and refine existing programs based on evolving national priorities and lessons learned from program implementation. Recent WRDAs have addressed critical issues including drought resilience, water supply development, infrastructure modernization, and support for economically disadvantaged communities.
The most recent legislation, the Water Resources Development Act of 2024 (WRDA 2024, P.L. 118-272), continued Congress's bipartisan commitment to strengthening America's water infrastructure by authorizing new construction projects, modifying existing authorities, and establishing updated policy guidance for USACE operations. WRDA 2024 also authorized five new regional environmental infrastructure programs, each incorporating flexible delivery mechanisms that allow federal assistance to be provided through grants or reimbursements to nonfederal sponsors.
Authorization through WRDA is typically a prerequisite for USACE activities to receive federal appropriations through the annual Energy and Water Development appropriations process. This two-step framework—authorization followed by appropriation—ensures congressional oversight of both program scope and funding levels.
Section 219 of WRDA 1992, as amended, represents one of USACE's most geographically expansive environmental infrastructure assistance authorities. Originally enacted to authorize design assistance for 18 specific projects, Section 219 has been amended by subsequent Congresses to authorize both design and construction assistance for water-related environmental infrastructure in hundreds of municipalities, counties, and states across the nation.
The Congressional Research Service has identified over 600 environmental infrastructure assistance authorities with cumulative authorizations of appropriations totaling approximately $18.1 billion. Section 219 authorities constitute the majority of these geographically specific project authorizations, covering at least 46 states, the District of Columbia, and four U.S. territories.
Section 219 projects address critical community needs including wastewater treatment facilities, water supply and distribution systems, stormwater management infrastructure, surface water protection, and environmental restoration. These projects support public health, environmental quality, and economic development in communities that have secured congressional authorization for USACE assistance.
Congress has continued to expand Section 219 in recent legislation. WRDA 2022 added 132 new Section 219 authorities and amended 24 existing authorities. WRDA 2024 authorized an additional 193 new Section 219 authorities and amended 53 existing authorities, providing a combined $5.4 billion increase in authorization of appropriations. WRDA 2024 also established a seven-year pilot program to increase the federal cost share from 75 percent to 90 percent for Section 219 projects benefiting economically disadvantaged communities.
Unlike traditional USACE water resource projects, Section 219 assistance does not require completion of the agency's standard feasibility study process. However, projects receiving Section 219 assistance must comply with applicable federal environmental laws, including the National Environmental Policy Act.

Federal Advocacy and Policy Specialist, Chris Cummins, Joins TFG as Legislative and Policy Director 

 Chris Cummins joins TFG as the firm’s first Legislative and Policy Director with seven years of government relations experience at the local, state, and federal levels. During his time in Washington, DC, Chris has represented Florida International University and Georgetown University as a higher education lobbyist facilitating relationships in Congress, federal agencies, and organizations. With Chris at the helm, clients will have unparalleled access to legislative resources and proactive federal advocacy on an array of policy priorities—particularly congressional appropriations.

Through analyzing policy and political trends, Chris has found success planning and promoting advocacy strategies for federal research priorities in 6 of the 12 annual federal appropriations bills. These research priority areas include transportation, health disparities, disaster mitigation, environmental resilience, and defense technologies. Chris has coordinated and led meetings with key administration officials, Members of Congress and their staff, and industry leaders, a network he maintains to this day. Chris holds a B.A. in Political Science & International Relations from Florida International University, where he also played football. 

Political Communications and Digital Professional, Alexandra Yiannoutsos, Joins TFG as Communications Director 

 Alexandra Yiannoutsos, a political communications professional with congressional, local government, advocacy, journalism, and private sector experience, joins TFG as the firm’s first Communications Director. In this role, Alexandra will assist clients develop advocacy materials, support client outreach campaigns, and lead press and digital operations at the firm. Alexandra has nearly a decade of writing experience, producing a wide range of content. She also boasts extensive digital and graphic design expertise having managed websites and social media accounts on Twitter, Facebook, Instagram, and YouTube for the public and private sectors. Most recently, Alexandra served as the Press and Digital Assistant for the Office of Congressman David Price (D-NC).

Prior to her work at the House of Representatives, Alexandra was a Communications Associate for AKB Strategies with previous experience as a National Issue Advocacy Intern at BerlinRosen, Congressional Intern at the District Office of Representative Andre Carson (D-IN), and Public Health and Safety Intern at the Indianapolis Mayor’s Office. For four years, Alexandra wrote opinion pieces on global policy issues as a Staff Writer and Editor of the McGill International Review. Alexandra is originally from Indiana with roots in Greece and rural Illinois. She graduated with a Bachelor of Arts in Political Science and Economics from McGill University. 

Environmental Policy and Fundraising Expert, Sarah Hofman-Graham, joins TFG as Grants Analyst 

 Sarah Hofman-Graham is a Grants Analyst at TFG with a focus on identifying and securing funding for public agencies and nonprofit organizations on a wide variety of funding and program operations. Sarah specializes in researching funding opportunities and providing project coordination in the grants writing process. She also brings expertise in burgeoning application evaluation criteria including environmental sustainability, climate change adaptation, and environmental justice.  

Prior to joining the team at TFG, Sarah spent five years working in development and institutional fundraising for both international and domestic nonprofits on topics including public health, environmental health, governance, and capacity-building, and human rights. 

“The Ferguson Group has an excellent track record of supporting successful grant applications and an exceptional wealth of experience in grant writing,” Sarah said. “I am excited to join this effort to help connect public agencies and non-profits with the resources they need to provide exemplary services and pursue community priorities.”

She is currently completing a Master’s of Public Administration with a concentration in Environmental Policy at The George Washington University’s Trachtenberg School of Public Policy and Public Administration. Sarah serves on the board of the International City/County Management Association (ICMA) Student Chapter at GW, meeting frequently with local government leaders regarding governance structures, initiatives, and planning. She was recently inducted into Pi Alpha Alpha, the national public affairs and administration honors society.
