The purpose of this program is to help HUD’s customers navigate complex housing and community development challenges by equipping them with the knowledge, skills, tools, and capacity to implement HUD’s programs and policies and provide effective administrative and managerial oversight of HUD funding. Local governments, special districts, institutions of higher education, public/Indian housing authorities, nonprofits, for-profits and small businesses, certain Indian tribes and tribally designated housing agencies, national or regional organizations representing Native American housing interests, metropolitan planning organizations, councils of governments, other regional planning entities and small and disadvantaged businesses
