Executive Orders and Presidential Memoranda Issued by the Trump Administration (So Far)

The TFG blog will be posting weekly entries to keep track of all Executive Orders and Presidential Memoranda (collectively “executive actions”) issued by President Trump. As of today (1/25), the Trump Administration has issued 12 executive actions:

• Executive Order on Border Security and Immigration Enforcement Improvements
  • The order instructs construction of a wall on the southern border and related security resources (including personnel). It also deals with immigration enforcement and ends the "catch and release" policy that quickly returned border crossers back to Mexico instead of arresting and processing them for deportation.
• Executive Order on Enhancing Public Safety in the Interior of the United States
  • Among other things, the order bars “sanctuary cities” and states from receiving federal funds, including federal grants, “except as deemed necessary for law enforcement purposes.”

• Executive Order Expediting Environmental Reviews and Approvals For High Priority Infrastructure Projects
  • Orders Governors, federal agencies, and the Chairman of the White House Council on Environmental Quality to work together to set up faster deadlines and environmental approval for “high priority” infrastructure projects. It gives significant power and responsibility to the White House Council on Environmental Quality Chairman, who will decide within 30 days if a proposed project is “high priority.”

• Presidential Memorandum Streamlining Permitting and Reducing Regulatory Burdens for Domestic Manufacturing
  • Orders a 60-day review of regulations for American manufacturers, with the aim of finding ways to speed up permitting and all federal processes for them.

• Presidential Memorandum Regarding Construction of American Pipelines
  • Directs the Commerce Secretary to create a plan to ensure that all pipelines built or repaired in the United States be constructed with American-made materials.

• Presidential Memorandum Regarding Construction of the Keystone XL Pipeline
  • Invites TransCananda to resubmit its application for the Keystone XL pipeline permit, and he directed the State Department to issue a final decision on that application within 60 days. The President said his Administration will approve the permit.

• Presidential Memorandum Regarding Construction of the Dakota Access Pipeline
  • Orders permits for the Dakota Access Pipeline to be approved in an expedited manner.

• Presidential Memorandum Regarding the Hiring Freeze
  • Orders agencies to not fill any vacant positions nor open new ones, with two exceptions: military personnel and critical public safety positions.

• Presidential Memorandum Regarding Withdrawal of the United States from the Trans-Pacific Partnership Negotiations and Agreement
  • Withdraws the U.S. from Trans-Pacific Partnership negotiations and from signing the trade deal.

• Presidential Memorandum Regarding the Mexico City Policy
  • Orders that federal dollars cannot go to organizations that provide abortion services.

• Executive Order Minimizing the Economic Burden of the Patient Protection and Affordable Care Act Pending Repeal
  • Directs federal agency heads to waive requirements of the Affordable Care Act to the “maximum extent permitted by law.”

• Memorandum for the Heads of Executive Departments and Agencies (a memo from Reince Priebus to department and agency heads) instructing them to halt action on regulatory activities.
