On February 28, 2019, House Appropriations Committee Chairwoman Nita Lowey (D-NY) sent a letter to her House colleagues announcing that earmarks, or Congressionally-directed spending, will not be utilized in the FY 2020 Appropriations process. Additionally, the Committee announced FY 2020 subcommittee deadlines for members of Congress to submit FY20 Appropriations and/or Programmatic requests between March 28--April 4, 2019.

On February 21, 2019, the Treasury Department’s Office of Economic Policy published in the Federal Register its Notice of Funding Availability (NOFA) to invite applications from State and local governments for awards under the Social Impact Partnerships to Pay for Results Act (SIPPRA), which was signed into law on February 9, 2018.

Private Flood Insurance Market Rule Approved, Expected to Take Effect in July 2019

Five federal regulatory agencies have approved a long awaited final rule that makes it easier for mortgage lenders to accept private flood insurance policies. The rule is expected to take effect on July 1, 2019.

President Signs Bipartisan Clean Water Infrastructure Bill Supported by TFG Clients

On January 14, President Trump signed into law the Water Infrastructure Improvement Act (H.R. 7279), a bipartisan law that will provide communities across the country with the ability to develop integrated plans to bundle and prioritize important federal stormwater and wastewater standards under the Clean Water Act (CWA), which has the ability to save taxpayers and local governments billions of dollars while upholding important environmental protections.

Elizabeth (Liz) Vela is a Grants Specialist at TFG with extensive experience in public and nonprofit organizations since 1998. Liz specializes in needs assessments, grant writing, research, and policy analysis. She began her career in San Francisco after earning a BA in Political Science from Boston University, where she worked in nonprofit administration with the Foundation Center and community-based groups. Liz earned her Master of Public Affairs (MPA) from The Lyndon B. Johnson School of Public Affairs at UT Austin in 2000, focusing on public policy, and has lived and worked in Austin, Texas, since then.

Liz spent six years in county government as a planner with Travis County’s Health and Human Services Department, where she developed data products and led community planning initiatives. She also collaborated with community organizations funded by the County. Liz then worked for the State of Texas for six years, specializing in policy research, federal funding compliance, and reporting across a range of public service sectors.

In recent years, Liz has managed large federal funding proposals, needs assessments, and philanthropic grant writing and reporting for a variety of clients, including community-based organizations, universities, and other nonprofit entities. Her expertise spans multiple areas, with a focus on organizational development, program design, and securing funding for a broad range of initiatives.

TFG Monitoring Developments of Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs

On January 27, the Office of Management and Budget (OMB) under President Trump issued a memorandum titled “Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs.” The directive mandates Federal agencies to temporarily suspend the obligation and disbursement of federal financial assistance while conducting a comprehensive review of programs and awards to ensure alignment with the administration’s policies and priorities. As part of this review, agencies are also instructed to temporarily suspend the issuance of new program solicitations.
