State, metropolitan planning organizations, units of local government, political subdivisions of states, special purpose district or public authority with a transportation function, including a port authority, tribal governments or a consortium of Tribal governments, partnerships between Amtrak and one or more entities described above, or a consortium of eligible applicants listed above
